Christopher Toe Minister
- was the 12th President of Strayer College. He
has spent 25 years in government, international
business, and higher education. Eight of his 14
years in higher education was at Strayer, which
he joined in 1993. He began his career as an economist
in Liberia and served on the economics faculty at
Texas Tech University in Lubbock, Texas for many
years. Prior to becoming Provost, Dr. Toe managed
enrollment and student services, and graduate programs
at the University. He has been a Professor and Campus
Dean.
Dr. Toe earned both his master's degree and his
doctorate in economics from Texas Tech University
and a bachelor's degree in economics from the University
of Liberia.

Dr. Sayeh, a long time World Bank Executive an expert
in international and development economics. Dr.
Sayeh, 47, speaks English and French fluently and
holds a Doctor of Philosophy in International and
Development Economics from the Fletcher, Titus University
in Medford, Massachusetts, USA in 1985 where she
also obtained her master's degree in 1981. She also
obtained a B.A degree from Swarthmore College in
Swarthmore, Pennsylvania and an academic diploma
at College du Leman in Versoix, Geneva, Switzerland.

Sirleaf Director - is a security expert, with

Military Academy at West Point, New York, USA. He

was a former Senor Policy Advisor/Consultant at
the Liberia National Police from December 2003 to
present. He is a former operational and training
officer at the Armed Forces of Liberia (AFL) from
1992 to 1994. He coordinated and conducted joint
maneuvers with the peacekeepers from ECOMOG. Sirleaf
also served as a
member of the Black Beret which was established
in 1992 as a private army to provide protection
for former Interim President, Amos Sawyer.
