  • J. Christopher Toe Minister - was the 12th President of Strayer College. He has spent 25 years in government, international business, and higher education. Eight of his 14 years in higher education was at Strayer, which he joined in 1993. He began his career as an economist in Liberia and served on the economics faculty at Texas Tech University in Lubbock, Texas for many years. Prior to becoming Provost, Dr. Toe managed enrollment and student services, and graduate programs at the University. He has been a Professor and Campus Dean. Dr. Toe earned both his master's degree and his doctorate in economics from Texas Tech University and a bachelor's degree in economics from the University of Liberia.
